This book can be found in several places, but you can get it early in the game when your presence isrequested at Dragonsreach in Whiterun. After being introduced to Farenger, head to the room to the left of his laboratory. On one of the book shelves a book titled The Legend of Red Eagle will open up this quest.

Rebel’s Cairn is a cave located in western Skyrim between the Sundered Towers and Bleakwind Bluff. Inside is an alchemy lab, the body of a dead adventurer with a copy of The Legend of Red Eagle, and a pedestal with a weapon slot. There is also a copy of the skill book Reality & Other Falsehoods.
Does Red Eagle have a dragon priest Mask?

How do I free Logrolf?
You can find the priest, Logrolf the Willful on the northeastern edge of the camp. Talk to him and choose any conversation option to free him. Head back to the abandoned house. Upon returning to the house, head to Molag Bal’s altar and you’ll find Logrolf trapped in the same way you were earlier.
