How do you liberate Haafingar?
Liberate Haafingar The Player will need to report to Galmar Stone-Fist at the Haafingar Stormcloak Camp and start the quest The Battle for Fort Hraggstad. After winning the fort the player will finally start Battle for Solitude.

The solution is: after the battle for whiterun, manually run all the way back to windhelm, do not fast travel. Once u get 3/4 of the way there or so, whiterun should reappear on your map and afterwards ulfric will talk about the mission immediately.
