No, a larger(longer) die set can never load a shorter cartridge. The sizer would work, but you can’t turn the powder through or seating die deep enough for the shorter cartridges. 38 will load 357, 44 special will load 44 mag and 45 GAP will load both Gap and ACP. Can’t go the other way around.
